It is clearly written with the IMPORTANT tag on it that : IMPORTANT: When you encounter this problem that the module output voltage can not be adjusted, or is always equal to the input voltage Please turn the potentiometer counterclockwise 20 laps above, and then use the module it will regulate voltage just fine.

I just checked , it was not working , it gives same voltage was we give input and i just changed the potentiometer then it worked perfectly and it wont worth for money 😒

Seems the pot connection in the circuit is incomplete and so the variable voltage as per pot adjustment doesn’t work. Rest is all good. Shot the other end of pot to make the adjustment working.
